Description:

Feasibility study manager for the reference project, including the development and procurement options study and cost estimate compilation for track work and signalling as part of the business case submission to the State for the Spencer St Station Project for the delivery as a Partnership Victoria project.

This project was one of the first PPP projects delivered in Melbourne and was seen as a case study for developing the model in a complicated transport related environment.

Key aspects of the role included:

  • Manager for the Department's comparator development, including patronage forecasting, preliminary track layouts and station integration
  • Options analysis and cost estimates for the rail rationalisation including potential for future underground station platforms and provision for a Melbourne-Sydney high speed rail terminal
  • Preparation of the business case submission for State project funding
