Rookwood Weir

Project Description:

The proposed Rookwood Weir and associated infrastructure aims to provide a high priority water supply source option (76,0000 ML per annum) to future proof the Gladstone water supply.  The weir infrastructure will operate in concert with the existing Fitzroy Barrage located in Rockhampton.

Flagstaff were engaged by the Joint Proponents SunWater (SW) and the Gladstone Area Water Board (GAWB) to provide an independent review of the of the Project including a detailed review of the Construction Cost Component of the P90 Cost Estimate. The Flagstaff review was relied upon by both the JV Boards to inform confidence levels supporting investment making decisions and by Building Queensland who lead the development of a Detailed Business Case (DBC).

Key components of the engagement were:

  • Provide the SW/GAWB Project team with additional collaborative senior experienced dam/weir and contractor focused resources input that ultimately increased the confidence level of the Cost Estimate developed for the Business Case Submission
  • Independent Reviews of Engineering, Execution Strategy, Construction Methodology, Staging, Schedule and Risk Model Development supporting the DBC basis.
  • Detailed review and assessment of Construction Cost Component.
  • Participation with Building Queensland Gate 2 Gateway Review in line with OGC Gateway™ Process.
  • High-level assessment of deferring the supply, construction and installation of the Gates.

Review of preparatory expenditures that would be necessary to bring the Rookwood project to a state of readiness in line with GAWB customer commitments.

The Challenge:

  • Working with Joint project proponents with varying project drivers required active and positive engagement by Flagstaff Team to ensure collective alignment of assessment outcome objectives.
  • Timing and Staging requirements around wet seasons was critical to integrated and optimised execution strategy.
  • Detailed review and assessment of Construction Cost Component conducted with consciousness of timing in market ahead of potential market upswing and looming adjacent mega project competition.

The Detailed Business Case was approved by Building Queensland for Queensland Government consideration and for referral to Infrastructure Australia for potential Australian Government funding.
