Project Description:
Flagstaff was engaged to work as part of an integrated owner’s team to execute the procurement phase of the project. The procurement model adopted was a duel Early Contractor Involvement (dECI).
The engagement involved:
- Fulfilment of the role of Transaction Coordinator in diverse owner’s team
- Management of Technical phase of ECI procurement for Client during interactive development of offers
- Review and input to construction methodology, land acquisition process, engagement with stakeholders including QRN, DTMR and Local Council Areas
- Development of Infrastructure agreements
- Responsibility for site investigations works
- Co-ordination of probity management for bid and tender evaluation phase
- Management of the Technical Evaluation of Tender Submissions

The Challenge:
- Working with diverse Joint Venture partners in challenging market
- Ensuring all dECI parties benefited during the process to ensure cost of participation was optimised for best for project outcomes
- Many stakeholders and landowners to be consulted and considered as part of process
The Outcome:
Flagstaff’s contribution to the procurement process resulted in both contractors providing commercially competitive and technical sound solutions being made available to SBRJV
Working relations with all parties resulted in excellent outcomes for process
