Project Description:
Stage 3 expansion of the Hay Point export terminal facility including:
- New berth and ship loader
- New rail unloading station
- New stockyard and associated materials handling equipment
- New trestle between onshore facilities and the new berth and associated materials handling equipment
- Additional services for the new facility
The estimate was prepared by Bechtel as the EPC Contractor engaged for the project execution.

The Challenge:
- Limited transparency on the estimate
- Short duration for the review
- Produce an independent report related to the costs and schedules produced by Bechtel for BMA
The Outcome:
Drawing on the years of experience within Flagstaff across marine, civil works, resource and materials handling projects the review team successfully reviewed and reported on:
- Construction methodology
- Construction planning
- Detailed analysis of productivities
- Benchmarking against other projects
The findings were included in the report and presented directly to BMA and the EPC Contractor.
